Why report an incident, that supposedly occurred in November 2009, now? As the article points out it is most likely propaganda to make us in the west think China was not behind the attacks on Google and other companies and China is fighting the cyber-criminals. If that is so why not shut down China Springboard Inc?

China Springboard registered most (over 80%) of all the web site domains used in phishing attacks I have received since December 27. Most of these phishing attacks even forged my Gmail account to ensure they are not stopped by spam filters.

I believe it is another attempt by Red China to put on a "nice face" like they did during the opening sermonizes of the Beijing Olympics when they had a good looking child mime the Anthems while the real child singer sang behind the scenes because the real singer had disfigured facial features. I also doubt that the two people allegedly arrested actually exist.
